A Life of Service, Rooted Right Here

Every morning, I go to work as Manager of the Salvation Army Center of Hope in Galveston. I see our city clearly from that vantage point — its generosity and its gaps, its resilience and its unmet needs. I work alongside volunteers, funders, and families doing everything they can to get back on their feet. This work has given me something no policy briefing can: a ground-level understanding of what Galveston’s residents actually face.

Before my work with the Salvation Army, I spent a career in law enforcement — from patrol officer to division commander — and have also worked in Galveston’s hospitality industry, giving me a firsthand understanding of what tourism brings to this island and what it costs the people who live here year-round.

I am a proud graduate of the Galveston University Program and the FBI National Academy — experiences that sharpened my understanding of ethical governance, community-centered leadership, and the kind of steady service that earns public trust over time.

Appointed by City Council, I serve as Chairman of the Civilian Review Board, where my charge is straightforward but vital: ensure transparency, accountability, and trust between our community and its public institutions.

For more than 20 years, District 2 has been my home. I’m ready to serve it on City Council.

What I Will Advocate For

Jeff Taylor for Galveston City Council, District 2

Streets & Flooding

District 2 deserves continued investment in the streets and drainage that residents depend on every day. I’ll make sure infrastructure dollars reflect the actual needs of the people who live here — not just the corridors tourists see.

Short-Term Rentals

Homes that once housed working families and retirees are being converted to vacation rentals at a rate that’s squeezing out the people who make this community function. I’ll push for smart, enforceable policies that protect residential neighborhoods while allowing responsible short-term rental use.

Managing Growth

Tourism, cruise, and port growth bring real opportunity — but also traffic, parking pressure, and strain on neighborhoods that were never designed to absorb it. Residents aren’t an afterthought in this equation. Protecting their quality of life comes first.

Education & Our Students

City leadership must work in active partnership with Galveston ISD, Galveston College, UTMB, and Texas A&M to ensure every student on this island feels safe, supported, and connected to the broader community.

Addressing Homelessness

I’ve spent years working directly with Galveston’s unhoused population. This issue doesn’t lend itself to simple solutions or slogans. It requires compassion, coordination, and a genuine commitment to creating real pathways — not just moving the problem out of sight.

Keeping Galveston Affordable

Longtime residents — workers, retirees, families — are being priced out of the neighborhoods they built. Galveston’s future depends on protecting the people who are already here, not just attracting new investment.

Why I Am Running — And Why It Matters

Galveston is at an inflection point. The decisions made on city council in the next few years will shape this island for decades — who can afford to live here, what our neighborhoods look and feel like, whether our infrastructure can support our ambitions, and whether the people who have built their lives here still recognize the place they call home.

I am not running because I have all the answers. I am running because I have spent 20 years earning the trust, the knowledge, and the relationships that make effective leadership possible. I am running because I believe that public service, done right, is one of the most meaningful things a person can do. And I am running because District 2 deserves someone who will show up — not just on election day, but every single day after it.
